what are his rights suported housing change

My brother lives in suported housing he has is own flat in a small block of flats . in one of the flats carers were bassed 9-5 monday to friday and 9-1 saterdays and they was on call eveings and sundays
Last year my brothers housing assication decided to take over the role of carers by replacing the carers what was there with there own team .we had a meeting and was assured that nothing would change apart from the company name
over the cousre of the year the carers has dwindled down from 9-5 week days and 9-1 saterdays to only one hour per week and they are no longer in the flat, this has been rented out they havent consulted my brother or informed family that they have done this
i feel upset that they have taken away his care like that he has been in hospital 5 times since the care has been reduced due to neglet and i feel that they have taking advantage of his mental health isues by not consulting him or family on why they have done this i have spoken to his housing officer who told me that due to goverment cuts; they have had to make cuts them self .
can they do this to him if he was empolyed and a company took over they would have to keep him on the same contract so why dont they have to keep him on the same care package he hasnt even had an assement to check if he was at risk of these changes
i am due to see the boss of the new carers and i just wanted to have my facts right on what they can and cant do thanks

I suspect they can do this, however when did he last have an assessment of his needs by social services?
what I'm wondering is what support he needs, and how it could be provided. Also wondering whether there is remote support available when the carers are NOT on site?
I know that when the HA I used to work for stopped offering a residential service to the sheltered housing complexes, there was still a daily phone call option, and an alarm system which went to a call centre.Signature removed for peace of mind0 -
Unfortunately council cut a lot of budgets for sheltered and supported housing a few years back and have been gradually cutting the rest ever since.
I think the best thing you could do is get social services in to assess his needs as it sounds like he's needing more than he's getting at the moment. Did he have a care plan in the place he lives or was it just the fact that someone was there on call?4 Stones and 0 pounds or 25.4kg lighter :j0 -

In my experience they no longer want to offer these services to the disabled and prefer to put them into vast complexes run by big business in the private sector who give the council a kick-back for shoving disabled people their way. Its disgusting, but as we all know, the disabled are an easy target who rarely fight back.
