Best Savings Rate

As of March 13, who is offerring the best savings rate?
I know MSE has some "top" accounts listed, but there are not many.
Ideally I'd like:
Best rate (if it drops in 12 months, I'll switch again)
Monthly interest
Apply & manage online
No penalties for withdrawals.
This is not an ISA Im looking for (maxed out). Currently I have an e-saver with Santander thats just dropped from 3% to a paltry 0.5% so time to switch

Most of the best rates available at the moment are on current accounts. All have monthly funding requirements, some have DD requirements etc Nationwide FlexDirect 5% on £2500, Santander 123 3% up to £20k but monthly charge, LTSB & BOS Vantage (can have 3 of each) 3% up to £5k in each. Regular savers also have higher rates, but for smaller amounts.
