Car Insurance advice please

My 19 year old son has had a black box for a year and is up for renewal..which Young Marmalade don't like to do apparently!! He also has a new job so is looking for business cover.
Quote one...£1089 for 20,000 miles, fully comp with business cover, non restrictive black box, 1 year NCB and £250 excess but do not offer legal cover.
Quote two...£1700 for 20,000 miles, fully comp with business cover, no box, 1 year NCB, no excess and legal cover included.

All other quotes are coming through similar to quote 2 and we have tried all the comparison sites.

There is a huge difference in price and he doesn't mind having the black box again but it is the legal cover I worry about.

Any thoughts on this please?

Given legal cover is 100% profit (excluding IPT) for insurers I'd be exceptionally surprised if it isnt available as add on for up to £25

Legal cover is an add on option and not included as standard. I doubt its not available as an option.

Phone and double check the price though, It may creep up with the options added.

One of those that quote the minimum to hook you in and then add bits and bobs until its no cheaper.
