toilet cistern ?

We are having a problem ,where our upstairs toilet is taking an absolute eternity to re-fill after flushing - about 20/25 minutes. I'm sure it hasn't always taken this long to re-fill , but has gradually started to get longer and longer.
We boxed in the cistern a good few years ago but still have access to albeit restricted access to it, and from what I can see there does not appear to be a valve to turn up water pressure/speed
Does anyone have any ideas as to what is causing it or what i can do to cure it?
Thanks in advance

If this has just started to happen and assuming no one has been fiddling with a stopcock anywhere its likely to be;
The float is holed and full of water or there is something up with the main torbeck? valve.
Could be a blocked diaphgram or filter.
I suspect you will need to get at it to be sure.
Take a look here;

The plastic seating inside the ballvalue will have grit in it,99.99%
you will have to turn the water off,dismantle the valve and get something like a match stick and clean/poke the debris out.0
