Insurance runaround

On the 31st July 2012 I was involved in an accident where someone ran into the side of my car, shouted "sorry" and drove away. I took her registration and contacted the police to report the incident. I then reported the incident to my insurance company - fully comp. The police informed me that she accepted liability and apologised. I am now 8 months down the line, the insurance co still say they don't have the police report. I took the car to their independent assessor, although I declined the offer to pay £750 excess for an accident that was not my fault (it would only cost £300 to repair the car). They have lost the quote from the independent assessor, still haven't obtained the police report and have not processed the claim. They say they have been "denied access" to the other vehicle!
Please advise, I feel that as I was 19 years old at the time of the incident I have been treated unfairly and that the company have failed to provide the service that I have paid for.

If the damage is less than the amount of your excess, then they have nothing to process. Your claim is effectively for uninsured losses.
Do you have legal protection or uninsured loss recovery on your policy?
The service you paid for is insurance for damage in excess of £750.0
