    Once you get your head around the subject through forums like this one - & believe me it takes some doing! - the parkingcowboys site presents a very clear list of what is relevant from a legal viewpoint. It's a good basis for a process of elimination to decide what is applicable to your particular set of circumstances.
    That link provide a good mostly accurate description of what is necessary for the PPCs to pursue the registered keeper with their charges. It however has nothing to say about the legitimacy of those charges and those are the sort of points that need to be raised when challenging their right to charge the driver or registered keeper.

    You're right - perhaps it was just the stage that I was at in getting my head around this and was the last piece I read. It allowed me to consolidate my thoughts and be clear about basis of my challenge and what I needed to do next.

    There is a lot of very good information on the MSE pages as well which is where I actually started from.

    Thank you everyone for giving me guidance on this.

    Stroma & Trisontana - your timely contributions really kept me going so thank you for taking the time.

    Over the last few weeks I have felt under siege - someone had fraudulently used my credit card and Paypal account and so I really didn't have the head space to deal with this as well. Glad to say that the fraud investigations are over & respective decisions were in my favour.

    I’ve emailed a letter with a list of questions to the PPC. My current thoughts are that I should wait until perhaps middle of next week to see if there is any kind of response from the PPC & then file the POPLA appeal regardless.

    What do you think?

    You have time so do what you feel is comfortable with. We are here to support you in this and will help you as much as we can. The ppc won't answer your questions IMO , but stranger things have happened ;) will look forward to your next update on this
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    I have managed to get to a conclusion on this - the charge was withdrawn as a "gesture of goodwill".

    Thank you everyone for taking the time to give me guidance and/or voting - in different ways, all of it was very helpful.

    Re votes - It's interesting that so many thought I should ignore the PCN. Alas, didn't have the nerve! It somehow makes me feel more in control & able to react in a measured way if I am actually communicating re any disputes. I also decided that if I ignored the PCN then I would be piling up more stress on myself & in any case I would be on the back foot if they took it all the way to a claims court.

    Update since my last post ........ I wrote to the Car Park Mgr saying very clearly that I intended to challenge on the grounds that the notice was unfair & the charge disproportionate for overstaying my welcome by less than 30-mins. With this letter, attached a list of questions concerning the terms of their contract with their client(s) and terms of any contract they assumed I inadvertently entered into while in the car park.

    They responded stating that they are "not required to provide the details requested in the attached letter" but also saying that if I had "any further grounds to appeal this charge that were not mentioned in your initial correspondence" I should write back.

    I took this to mean they wanted out without actually be seen to be giving in. I wrote back stating that I had revisited the car park as I couldn't understand how I missed their signs. Gave them this explanation stating I had taken photos. Made me sweat for days then got a response saying .....on this occasion only... goodwill gesture, etc., they will cancel the PCN.

    I am glad I took this on - learnt a lot in the process.
