Balance Transfer Restrictions

I know that balance transfers are not allowed between cards actually supplied by the same provider, e.g Virgin Money and MBNA.
But are they allowed when the two cards involved have not been issued to the same person, e.g 0% card issued to Mr Frugal, 30% card issued to Miss Profligate?
Could some of the debt on Miss Profligate's card be transferred to Mr Frugal's card, thus taking advantage of the 0% balance transfer rate on his card?

Yes - easiest done on line, where the queston tends not to be asked. Most don't like it, so if it is asked, don't lie.
I believe Santander are the only ones that expressly forbid it.
And of course. Mr Frugal will end up with full responsibility for the debt, even if Miss Profligate subsequently jets off to Ibiza with a cheery 'see ya later, sucker'.0
