Have you tried tweeting them if your local police have a twitter account? Sounds silly, but I did it a while back when a complaint against two officers was being ignored and got a message back sharpish. Things moved very quickly then0

Make it a letter i.e. by snail mail. Address it to "The Chief Constable" of whichever force is holding your laptop. Keep it brief, but do mention that the officer is not returning your calls. As I said a senior officer is obliged to investigate and you will be asked to sign off that your complaint has been investigated.
