Parking Fine - Machine not accepting coins

Can anyone out there help me please? I tried to pay for a parking ticket (6:40 am) but both machines in the same car park will not take my coins. I tried various coins and none was accepted. As a results I received a PCN even though I left a note by the windscreen. I did pay for the parking the previous three days and I still have the receipts with me.
I made an appeal to the council next day and I have just received a letter from them saying the appeal has been rejected. I find I am being hard done by as I explained the situation to the council including showing them the receipt from the previous days.
Should I appeal further? The fine is £25 currently and will go up to £50 if I don't pay in 14 days or fail the next appeal. What is the standard procedure if the machine does not take coin in that early in the morning as I cannot phone the council about it?
Any advice would be grateful received.

Should have parked else where. I don't think broken machines are an excuse not to pay.0

I would advise posting on https://www.pepipoo.com for this, they are the experts on council tickets, there may be other problems with the PCN , scan both sides of it in and create a new thread in the council section. Also most councils automatically turn down informal appeals.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Ask the council for maintenance and inspection processes and logs for the machines in question.
Also ask for the CEO's contemporaneous notes, you want to see evidence that he/she inspected both machines prior to issuing your ticket.Je Suis Cecil.0 -
