Is your mum considered capable enough to sign the LPA paperwork? If she is then you won't be able to use it even once it is registered!!!! If she is capable then all you need is an ORDINARY POA which is a 5 minute job.Eat food. Not too much. Mostly plants - Michael Pollan

Just a heads up that each of the employees you have rung and verbally abused will likely log notes of your call against the accounts, so whoever picks up your call next is going to be aware and possibly even less inclined to bend the rules for you if you bowl in with that misplaced attitude.

MIL tried to get details of late FIL's credit details for reclaiming PPI on joint accounts. She was told quite abruptly that it wasn't possible to give her the details as she couldn't meet the security procedures, as she wasn't the account holder.
So I called back the following day, and asked whether there was any place in particular we could contact to find the account details to finalise the estate. I didn't ask or volunteer any account information. But rather than getting cross and shouty and annoying the person over the phone, they explained exactly what the process was, who to contact and wished us good luck.
I'm not some kind of call centre operative whisperer, but the number one rule of life is don't pee off the person you want to help you.
For each of the issues, I would have tried:
Insurance: I'm calling to find out how we could notify you that my mother's home is unoccupied as she's sick and in hospital. She's very worried that if something happens whilst she's in hospital, that she won't be covered.
'We can't talk to anyone but the policyholder'
OK, what address would she need to send you a letter, as her hearing isn't very good? It's still worrying her that it might not be covered whilst the letter's in the post. Could I make a payment myself right now?
Bills, I've paid bills for people before 'Hi, I'd like to settle the account, please. 0000 00000. xx Acacia Avenue. It's in the name of ..... ........ I'm doing it for her.'
Set up a mail redirection with the post office and there shouldn't be any issues. You can phone in meter readings without ever speaking to a human. They won't ask for ID, other than account number and address, most of the time. Then a new bill will be generated and you pay it. use the post office if they won't accept it automatically over the phone - but even then, if you opt to speak to a human, they're fine.
However, if you work in the NHS, you know full well that if somebody phones up wanting you to give information about their alleged relative, you can't. Just think how many people have screamed and shouted at you for not being able to tell some random person on the phone confidential medical information. They've probably been upset and angry too. but you would have been in huge trouble and probably out of a job had you just blithely told them everything.I could dream to wide extremes, I could do or die: I could yawn and be withdrawn and watch the world go by.Yup you are officially Rock n Roll

Seems to me the OP doesn't WANT advice she just wants to boast about how rude she is .
Moromir is correct you can bet there's notes all over the accounts about how rude she was and the next agent will follow DPA to the letter. You catch a lot more flies with honey than with vinegar.
People like the OP make me laugh when I get them-I usually kill them with kindness and act completely oblivious to how rude and nasty they are-it drives them crazy .....and they either give up or turn into normal rational human beings and let me get on with sorting out the issue.
Most of them wouldn't be so rude face to face of course ...which says an awful lot about them !I Would Rather Climb A Mountain Than Crawl Into A Hole

I've had this, the LPA paperwork is long but you don't have to get a solicitor involved - it is possible to do it yourself, but the process takes a while and its tough to get it right first time.
But another option is being added as a third party mandate to a bank account which just requires one form and signature.
I know how you feel about jobsworths though, i had POA for both health, and money/property was on bank accounts as such and was still unable to cancel an old direct debit which was no longer any use but which my relative had still been paying every month - eventually the bank manager argued the case and got it cancelled.Snootchie Bootchies!0
