Leasehold Flat - Loft Question

I live in a top floor flat in a small block. It's a leasehold property and my lease does not include the loft area above my flat. I do have a loft hatch though.

I have been having problems with condensation in the bathroom and bedroom over the last few winters. This condensation is not just on windows but has led to spot mould on areas of the ceiling and tops of walls.

I have been into the loft and there loft insulation is patchy. There are some areas where there is just the plasterboard of the ceiling. In other areas there is insulation of no more than 15cm.

There are also sloping eaves where I can't get to but I doubt they are insulated from little I can see.

My question is whether insulation is an item that should be paid for by the Management Company that is responsible for maintenance of the flats?

The Management Company consists of all of the leaseholders who have an equal share and who contribute to a maintenance fund each month. I have read the lease and there is no mention of insulation just of maintaining the structure and shelter of the roof.

Condensation in bathrooms and bedrooms usually points to a lack of ventilation. My loft is fully-insulated, but I still get a lot of condensation in the winter months.

As the management company consists of yourself and the other leaseholders, I imagine they would fail to see any benefit they'd get from improving the loft insulation. Also, if the lease doesn't specify that the loft space must be insulated then the argument could be that there is no breach if the insulation isn't improved (the insulation in my loft is also 15cm).
