Car insurance dilemma?!

My sister (26 years old) is the main driver of the family car, and my mum (52 years old) has just passed her test on Tuesday. The car insurance is up on Sunday so we need to renew it by then, and obviously want the best deal.
What I would like to ask is, what is the best option?
Should my sister stay as the main driver and my mum as a named driver or is there a better option? My sister has been getting insurance quotes almost all day and feels that she's going round in circles!
She has 4 years of no claims.
All the quotes seem to come back more expensive because of Mum having held a licence for less than a month, but because the insurance is up on Sunday we don't know whether we should take out insurance for just my sister for about a month and then ask the insurance company to add my mum onto the policy once she's held her licence slightly longer?

who is down as the main driver is really a matter of fact rather than something you choose.
As for whether it will get significantly cheaper once Mum has had a licence for a month.....I wouldn't think so but if you hit the comparison sites and run dummy quotes all will be revealed, use fake (but close) details and see how it changes depending on how long Mum has held a licence

Thank you for your reply, we did try doing the 'dummy' quotes and prices were coming out as approx. £200 cheaper once Mum has been driving for about a month. So then we thought about taking out insurance for my sister as usual and then a month from now asking the insurance company to add my Mum onto the policy, but it says that it would be subject to an admin charge (it doesn't say how much the admin charge would be). We're just basically confused as to what to do, take it out now for both of them or just for my sister???
This might seem obvious to others lol, but we're sort of panicking to know what's best to do as it's expiry is so close. We couldn't really sort it sooner than this because of not knowing if my mum would pass her test.0 -
You might find it's cheaper if yu also add another family member as a 3rd driver0

Thanks for your reply, unfortunately there's only my mum and sister who can drive in the family, my dad is partially sighted and I can't afford to learn to drive.0
