Car insurance for young person- help!

I have just asked for a price for my soon to be 17 year old daughter to be included as a named driver on my car insurance. 2 years ago this pushed up my premium by about £400 when my eldest daughter turned 17. I could not believe my ears tonight when I was quoted an additional £1200 for daughter no 2 to be added.
I currently pay approx £800 per year, £299 of which is my eldest daughters cover. I have full no claims.
Other companies have refused to even quote.
Can anyone suggest insurers who may give a less prohibitive quote?

I'm a young driver and having the same problem, Full no claims or not insurance companies are becoming less and less interested in young people. I had a bit of a better quote (not much better, but slightly) by using https://www.moneysupermarket.com
