Long-Term childrens savings

Does anybody know of a childrens savings account that can be paid into regullarly, but not accessed by the child until they are 21 or 25?
The CTF is great, but, I read somewhere that they get this at 18 and can do what they like with it! I wont be paying much into that, I would rather pay more into an account they can't touch until they are a bit more responsible.
