We have a council tax reduction because we have an additional downstairs bathroom (a wetroom) for my disabled son. The council sent a chap round initially to check, then every couple of years I sign a declaration stating that my son still lives at home.
For a wheelchair user, I realise that it is slightly different. Perhaps some documentation from a doctor might help? Otherwise, ask the council what proof they need.
ETA: I've checked my local council website and it says that it is essential that a wheelchair user uses the wheelchair indoors if this is the criteria under which the discount is granted, but doesn't say anything about proof:

If you go to this link and click on the form it tells you at the end of the form what evidence you might need to provide.

See if your local council has a similar form on their website.0 -
Each council has their own way of verifying the disabled band reduction application - most will want to inspect the property but you need to ask your own local authority.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

My council only give the discount to wheelchair users who use indoors and expect for there to be adaptions in place to widen doors. I had to appe against a refusal because my kitchen units weren't lowered but even with lowered counters I wouldn't be cooking anyway and my GP had to write to them and explain my circumstances.0

Regulations only state that the property has to have "sufficient floor space to permit the use of a wheelchair required for meeting the needs of any qualifying individual resident in the dwelling" , any other criteria the council may try to apply are artificial and not as per the regulations.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals.
