Wow, thanks guys! Last time I checked this post there were just 2 replies, so thank you for all the responses.

And now for an update... My friend returned to the flat this weekend and double checked that she didn't have a gas meter lurking anywhere (not difficult, as it is just a little one bed!) and the answer is definitely 'no'.

She has also confirmed that the addressee is in fact the building contractor who did the conversions. She has sent him an email to let him know the situation...

She has also written to British Gas, using your helpful hints, so hopefully they will leave her alone now!

My guess is that the flat was registered with the plot number, rather than the actual property number, and elsewhere in the development there is someone who has been enjoying a 'free' gas supply!

Thanks again everyone for your help - will update you with any developments...

They will break in and either turn it off at the riser if no meter attached or find a meter and fit a pre-pay

Which as she has no supply, wont matter a hoot.
She has no contract with them, they can not invent one, nor does the utilities act create one as she has NO gas supply to obtain a contract for.
    Be happy...;)

the meter could be located in another part of the building or even outside. She would have a deemed contract.
Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.

She can't be in a deemed contract unless she's used the gas supply, whether there is a meter lurking outside or not.
No free lunch, and no free laptop ;)
