Company charged 2 of my credit cards & refusing to give a refund on one.

Recently bought an item from http://www.buychina.com. Their customer service do not speak english well so there's already a communication barrier.
I purchased an item, first card I used was 'rejected' so I tried another card. Turns out the item was 'out of stock' & have since been refunded for it. Just got other my credit card bill and it seems both of my cards have been charged, only one refunded.
I contacted buychina and at first it seemed they did not understand me. So I went out of my way and asked my Chinese friend to translate everything for me. and now they are just ignoring my emails completely. :mad:
Is this something my bank can deal with?

I know they are called 'buychina' but are they actually Chinese? Could explain why they are ignoring emails in Chinese0 -

Well, of course it's a possible explanation, but given the evidence it's on a par with the emails being intercepted and stolen by aliens. Occam's Razor would suggest that a company named buychina that is based in China would have at least some members of staff with an understanding of written Chinese.
