BT phone line into new build property

I am lookiing for help with this issue.
I moved into a new build property in October and ordered phone and broadband with BT. Since this time I have had tremendous problems with BT getting the phone line installed. On at least nine occassions I have taken time off work for engineers visits that did not happen. In December an Openreach contractor did visit my property and installed all the points.
Last week I was awaiting an engineers visit and had set up my phones in anticipation of this, and low and behold I had a working phone line and broadband a couple of days before the scheduled engineers visit. However I then received phone calls looking for someone else and finally I received a phone call from a gentleman saying I had his phone number. The next day I no longer had a phone or broadband.
I contacted BT and spoke to a manager who initially told me that the only way I could get a phone line would be if an existing customer left BT to free up space at the exchange??? Who then told me the same story about ducting and blockages that i have been hearing for the past six months.
She then phoned me back with a somewhat condescending attitude, and blaming the developers of the site for the difficulty in installin a line. She could not seem able to explain why I was able to have a working phone line for a day and did nothing to resolve my problem or tell me when I would have a working phone line, and this was a manager I was dealing with.
Today my partner was in the EE shop who informed her they could give us a working phone and broadband within 20 days as they pay Openreach more money to install it. Would they be able to do this?
I would be quiet happy to leave BT due to the despicable level of customer service and constant lies I have received from them, but don't want to be in the same situation with EE.
Sorry for the long winded post, but I am at my wits end with BT.

Don't believe EE. It's not a question of greasing Openreach's palm, it's an equipment shortage at the exchange.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0
