Seems like alot of these OR decisions are based on opinion, so if my opinion differs from the OR's...whose right and who's wrong? Like you say Blind...how do you prove it? Is there a right or a wrong? Obviously not, and so the OR's exercise their powers of discretion and 'discretion' is a very powerful tool.0
