I don't think it's WHOPLA for the following reasons
1. WHOPLA never show the name of the Assessor

my advice would be ...Hey Newbies 'toughen up ' not' wise up' !! Maybe I was born lucky but for the second time in 5 years I have totally ignored Parking Eyes letters and they have have not pursued me , the latest for being 10 minutes over the 'free' 2 hours in an almost empty Aldi car park. I could understand if I had been causing an obstruction or stopping other shoppers from parking but the fact that a 300 space car park only had about 20 cars in it and they wanted to charge me £70 for the privilege of 10 minutes extra...well ...don't get me started !!!! Only my personal opinion but I do believe the forumites may be tackling this problem the wrong way...surely it should be on the basis of not agreeing to a contract or even an un-fair contract... just a suggestion ! But I know what I will do if I happen to make the mistake of overstaying my welcome in a Parking Eye car park again I i will be covering my numberplate with some paper or cloth until I am out of the car park and back on public roads again.0

Can't disagree with the final tip - my car has been known to have a strategically placed car blanket accidentally 'trapped' sticking out from the boot, covering the numberplate as I left a car park.
The rest of what you say has been tried and I am afraid PE are still suing victims in droves (over 30,000 court papers in one year alone).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I wouldn't dispute the amount of victims as I guess it's human nature to stand up and fight when accused of something you see as wrong, but I think if the vast majority of those victims had totally ignored the notices and not gone along with the parking companies little 'legal' games then it would have presented them with just too much hard work (and cost) to have pursued them all. But then again i could be wrong..!?!?0

Well I for one would carry on 'ignoring' ...honestly they (parking companies) just want to have an easy life and make money for not too much hard work. Must admit though , first time I had a parking charge notice I was just about to move house and sold the car they had the number plate of before moving so a bit too much hard work to trace maybe ..? Well def think if you realise you have overstayed your welcome the covered number plate is the way to go. Cheers .0
