Good result @Berwynview.
Please consider doing the following, which will help the overall cause as well as returning some of the pain exacted on you by Total Parking Solutions. There has to be some consequence for PPCs when they lose a case at POPLA when it is confirmed by POPLA that the PPC had no justification for pursuing the motorist.
1. Ask the DVLA to stop providing keeper details to TPS for that particular site in view of the POPLA statement that they had no landowner authority to issue parking charges at this site. Send the DVLA a copy of your appeal and the POPLA decision.
2. Ask the BPA to confirm they will be issuing sanction points to TPS in view of the same POPLA statement. Copy the BPA in on the papers above.

I love the idea of using the POPLA result to try to get them banned from DVLA [under no authority]...has there been ANY success with this method yet??
Surely the BPA will merely send a std template fob off letter out and not actually investigate...even if they did the PPC will merely say to BPA 'we definitely have authority' and BPA will say 'OK them we believe you'.0 -
1. Not as yet, I've only just started suggesting it. No feedback so far.
2. Ask the BPA whose word do they believe, the PPC or POPLA? POPLA have said clearly and in writing 'No authority'!

This bit always gets me ... why do they put it in? If the motorist had already paid something then POPLA would never have seen the case anyway.0 -
Did you enter your 10-digit POPLA code into the portal?
Who knows how the outcomes will pan out, your guess is as good as anyone else's at this very early stage. The one thing for sure is if you don't enter your POPLA code by the deadline to which it relates, your appeal won't be dealt with, exposing you to six years of potential hassle from the PPC and/or their lapdog debt collectors!
Just for the record, you need to register your intent to appeal with POPLA (London Councils) on the normal POPLA website before the deadline. London Councils will then pass your details to Ombudsmen Services Ltd (the new service provider).
Here's the blurb hot off Ombudsmen Services' website ...If you have either posted an appeal to POPLA or registered your intention to appeal on the London Council website SINCE 21 August 2015:
Your information will be passed to Ombudsman Services by London Councils
Ombudsman Services will contact you on or shortly after 14 September 2015 when our new POPLA service is available
Parking Operators will have been made aware of your intentions and have been requested by London Councils not to take any further action on your Parking Charge Notice until they have been contacted by Ombudsman Services
Please do not send us any documentation or evidence until you have been contacted by Ombudsman Services
Our new POPLA team will be available to handle enquiries from 14 September.
Thank you for your patience during the handover.

Hi,
I am new to this forum and even though I have read a lot of posts including the "newbies" I cannot find a link to templates for a POPLA appeal.
I have gone past the first stage of appealing to the parking company who responded with a POPLA reference and on checking the deadline for a POPLA appeal is Friday 04th Sep15.
Would also be grateful if someone can point me to information (including templates) on the NTK rule. I haven't yet received a NTK and its been more than 56days since the initial windscreen parking ticket was issued.
