This isnt right, is it ?

I left negative feedback and started a claim for a item that was clearly a fake,

Seller say he will give a total refund (£8.50) and I can keep the item if I revise my feedback.

I say okay but I want the refund first.

2 days ago get message through Ebay saing refund has been sent.

This morning still no sign of refund so sent message back asking where the money is,

His reply was "Your funds are not available while this transaction is being reviewed by eBay. You will receive a refund soon."

Is that correct or as I suspect a lie.

In the Ebay case it says to return item for full refund and the money will be sent back, which is not what has been agreed.

You are not allowed to refund people for solicitation of feedback or revised feedback as it leaves the seller open to continue scamming people under the radar. This changed about 6 months ago.

I am aware of that, but if I close the case without providing tracking numbers will my money be refunded ?

His message through Ebay says,

I just give a refund
Because the shipping cost is expensive,
You do not have to return the item.
I send a feedback revision.
Please change a feedback.

Don't close the case until you have your money. You cannot reopen a case or open a second case under any circumstances.
