Are there any bank accounts that enable you to withdraw cash from an ATM abroad without paying a % per transaction?
Do HSBC do one if you deposit over a certain sum of money?

Not according to Citibank http://www.citibank.co.uk/personal/banking/bankingproducts/currentaccounts/citibankcard/important.htm
Please note that a charge of 2% (minimum £2, maximum £5) is applied to all ATM cash withdrawals made using your Citibank Card, in a currency other than Sterling, from a Sterling Account.
This charge will be applied to the Sterling amount debited from your account, after the amount of the foreign currency transaction has been converted using our reference exchange rate (the reference exchange rate is Visa’s exchange rate on the date it processes the transaction, plus a percentage commission which we set).
Please remember that this charge will not apply if you use a Citi ATM or a LINK ATM, nor will it apply to withdrawals from Citi foreign currency accounts where the withdrawal is made in the currency of the account.0 -

Existing Zero accounts have no (Santander) charges for any ATMs - inside and outside Spain.
Withdrawal & Currency conversion from a Santander cash machine in Spain is free for other current account customers paying in at least £500 each month.waqasahmed wrote: »AFAIK, this is for Santander Zero accounts only, and they no longer do such a thingThis is a system account and does not represent a real person. Nope, this is for all Santander customers at Santander ATMs in Spain. Zero customers have no fees at any ATM anywhere.0 -

The newly announced Nationwide FlexPlus account includes commission-free cash withdrawals abroad but it is a packaged account that costs £10/mth. If any/all of the other 'benefits' are indeed benefits to yourself, this could be an alternative.0
