district enforcement ltd. anyone know of these scammers?

I was issued a ticket on my uni carpark as there were no spaces left and i had a lecture to get to (one costing me 8,500£ a year, may i add!!) as the car park was full, i drove around until a space was available. The bay i park in was not marked but i know many marking had faded and this was nothing out of the ordinary.
I explained the situation in a letter and waitIng over a month for a reply.
I've been told to ignore it, but Im concerned of what it may lead to..
Im a student, with very little income and can barely afford petrol, let alone court and fines! Does anyone know of this company and whether they follow through on claims?

    Yes I know them well,

    Run by people who think they are some kind of hotshot lawyers. They did try court recently but they got seen off!

    So just keep ignoring
    For everthing else there's mastercard.
    For clampers there's Barclaycard.

    The advice to ignore them is current and advisable, this is no fine or penalty, just a lousy two bit invoice from a company who are a joke. Ignore
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    District Enforcement have been known to issue real court papers but then posters on here and pepipoo can get a robust defence in the very rare instances of this. It's not a criminal issue, it's them saying you owe them money, you saying you don't. Small claims by PPCs can be beaten with the right defence.

    Was this an incident after 1st October in England/Wales? If so, they must have given you a POPLA verification code and form with the rejection letter. USE IT. Better to get it cancelled by POPLA now you have that option, rather than worry for months afterwards about DE letters. If you can get POPLA to cancel the rubbish PCN then their decision is binding on the PPC and it will have gone away (the decision is not binding on you though so you don't have to pay if POPLA don't uphold your appeal).

    Take a photo of the place you parked in and then some other shots of what they call ''legitimate parking bays'' to show no lines visible in either case, no marked difference. That's what you need to show POPLA so take a few snaps now, also useful later if DE try it on with a rare small claim, you'd have your evidence and could point out there are no yellow lines or hashings or extra signs to say that people cannot park in one place, as opposed to another that looks exactly the same.

    Read the 'Shona does it again' thread and out in your own words, mulronie's wording from post #27 there. Make sure your POPLA appeal is clear in that it points out that many bays are not marked so it cannot possibly be considered a clearly signed car park (lines are 'signs'), and that DE do not have any possessory title, no interest in the car park (cite VCS -v- HMRC).

    If this was in Scotland then ignore them because POPLA does not apply, and come back to us and post on pepipoo for that defence if ever DE decide to try a small claim. Ignore 'threats of Court' scary letters but do not ignore real sealed small claim papers. You'd win if properly defended but you'd just need some help from a pepipoo expert.

    Either way, this is NOTHING to worry about. POPLA is your priority if not in Scotland.
