Look at it this way...
Split evenly between 6 of you, that is only about £130 each for 3 winter months.
Not much you can do about others running electric heating for long periods of time. A 2KW electric heater running for 2 hours will use the same electricity as an energy saving 8W bulb for 500 hours, or even an "old" style 60W bulb for 67 hours. So it is hard to make any noticeable savings by switching off lights if heaters are widely used.
