Because it is quicker. Whether a route is walked or driven will depend on the individual policy of the council and/or the approach taken by the inspector. Providing they adequately check defects that they see it doesn't matter one way or the other.The highways inspection also states that the road was driven re inspection for safety reasons, but there is clearly a pavement that runs along side the road, so why would this be driven ?
What is the stance of the council at this stage? Have they refused to pay any damages for the wheel or tyre?Not sure what to do next, I have offered to negotiate on the bill as the trye was £150, and the wheel £249.
