HTC phone, 9Gb missing storage?

Hi all, hopefully someone can help.
Got a brand new HTC One X+ yesterday - total available storage space is 64Gb, but I've only got 54Gb available. Apps takes up maybe 200mb, Android system 13mb, no photos or videos etc as yet, so where is the 9Gb of space going? Its listed under the category 'other' with no clues as to what this entails?
I'm assuming its not the operating system as I had this version of android on my old Galaxy S which only had 4Gb of memory. Its not apps or photos as the phone is literally brand new.
Is it a fault or something? The remaining storage is ample for my needs, but its bugging me....

you will fined it is the operating system or space for the operating system to use and you will fines that the seize is never what they say because the poeple that make the memory use one way off seizing it and the operating system uses another way off showing it
