Crashed into, offender refusing to cooperate with insurance

(Please bear in mind that I am going off what my partner told me here)
Back in December my Partner's Mini was reserved into at speed in (Barnsley) Morrisons petrol station by a guy in a Citroen Saxo. He then proceeded to verbally have a go at her for not beeping loud enough (as it happens She did use the horn, a lot, but was not aware there was clearly a volume control on it :think: )
He told her he would rather sort out fixing the car between them rather than going through insurance, and gave her his phone number, but being smarter than that, my partner got his insurance details for backup purposes.
She also made sure that the petrol station had working CCTV of the incident.
So she got a quote for fixing the car (it needs a new front grill) and sent it to the number, no reply.
She tried another couple of times, and finally said if she didn't get a response, she would go to the insurance. No response. so she contacted the insurer (Tesco, who it appears are useless).
They have apparently sent out letters, and tried ringing this person, but cannot get in contact, and have told her to pay for a new grill, fitting, and they would pay her back. But there is no way she trusts the insurance company to do this. She feels resigned to having to buy one herself, because there is no way she should have to pay for anything out of her own money first. She feels the insurance company should pay for it outright.
what would be the next step for her? I've suggested that she should contact the police (non-emergency
) and explain the situation to them, as its completely unfair that someone should be able to cause an accident and get away with it.

If you have the other party's details then go directly to his insurer, let them deal with it.Be Alert..........Britain needs lerts.0

I assume Tesco is the Third Party Insurer?
You say you arent happy that they have said to repair it and they'll refund you so what do you actually want to happen? You want them to take it to one of their approved repairers? You want the promise of reimbursement in writing? You want them to settle directly with the garage of your choice?
Have you actually asked them to do any of the above and in which case, what was their response or rationalisation for not being able to do so?0 -
Has her own insurance been informed ?
If not they may cancel her insurance when they find out.Be happy...;)0 -
If she doesn't want to trust the third party insurer with doing the repairs she can get a quote for the job and send it to them asking for them to confirm they will reimburse her for the repairs as well as all other costs incurred over the incident.
She should offer them the opportunity to inspect the car before the job is done.0 -

Hence my suggested action of getting them to agree to reimburse in writing.
Insurers don't often tell third parties to just get repairs done and we'll send you a cheque.
Sounds like a fob off by a phone agent to finish a call. Then when the time comes there is "no record of that call"0 -
Just hope they don't try and get out of it, remember years back telco refused to pay out on tesco land. Also the driver may claim knock for knock and would be hard to prove. The cctv can only be viewed by the police as its in a public place with other people on it.Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.0

Well......I did say the word "send", and get confirmation before proceeding:If she doesn't want to trust the third party insurer with doing the repairs she can get a quote for the job and send it to them asking for them to confirm they will reimburse her......
