re-securing radiator to wall price £600

My sister in Edinburgh was verbally quoted "around £200" for re-securing a radiator to the wall. the system needed to be drained, the wall plaster cut back, 2x 4 fitted to cover the wooden battens behind , support struts fitted and the radiator re-fitted and some twisted pipework running from the bottom of the radiator replaced.
When the invoice arrived it was for £600 - is this fair. Are there any plumbers who could advise? Lots of people are telling her this is far too much. She has been in touch with Consumer direct today who say she needs to get other quotes - even though the work has been carried out. Is there anyone who can suggest how she does this as understandably, people don't want to give up their time when the work has already been done ( or are there any local MSE scottish plumbers who would be willing to price it up for her?)

offer them say 300 quid.
say that is around 200, whereas 600 is not.
if they refuse your offer, tell them ok, see you in court.Get some gorm.0
