Fiddled Elec Meter At Rented Property

Can anyone help. Longwinded story but will try to keep it concise and to the point.
DD moved into rented prop end of mar/07. Agnts renting property adv current supplier for elec/gas was British Gas. DD chkd out deals on line and NPower offered the best option and she emailed off to join. They contacted her back says switch shoud happen in aproxx 6 wks.
OK now for the complicated bit.
DD contacted BG who adv there was a pre-paymnt meter in property, DD adv them not the case as she had never had/got a card and had paid nothing for any supply since she moved in. After a lot of tel calls and a guy from United Utilities (water?) turning up at the property it turns out the supply has been fiddled for the last 2 yrs for elec and over £1000 is owing for the gas supply.
Now 2 guys turned up on same day at seperate times,(1st one called the 2nd one out) because he refused to touch the meter cos he says its dangerous. 2nd guy wont touch the meter either and says someone will contact DD in next 3 days. DD was adv not to use too many elec items in property so elec wont overload!.
Meanwhile Npower have written to DD to adv she cant have gas with them cos of bill owing to BG, dispite her telling them the debt is not hers. They have now written to her saying her elec supply has started with them even though she has not given them any meter reading and trying to adv them about the problems with the fiddled meter.
BG seems to be the main problem, when she rings them she gets put on hold while they chk out this,that and the other and it gets no further along.
On a positive note we assume shes being charged nothing for her elec, but it seems that no matter who she speaks to no one is listening.
Anyone offer any kind of solution of where to go from here, any insight would be really appreciated,

With the gas, once the account has been registered in her name, then BG will allow the transfer to go through. Has she asked what the hold up is?
With regards to electricity, nPower should have contacted her and asked for the meter reading on the day the changeover went through. With regards to bills, BG will probably estimate the bill for the 6 weeks she was with them and their revenue protection team will be following up the rest. Usually they would remove the meter and refuse to replace it until the landlord had the property inspected by an electrician and signed off under part p. However as they no longer supply, they might not do this, in which case nPower would need to sort it out.0 -

DD has spoke to NPower who adv as they now supply her elec they will deal with the meter. She has been given an alternative no for a dept who deal with such situations and is to tel them tomorrow. There is no meter reading for a start date with NPower, as its a fiddled pre-payment meter.
On the matter of gas they have stated (and i'm not sure on the wording or what they mean ) that they will apply to BG again after 28days to see if they can have the account.
HOPEFULLY, NPower might get it right where BG got it wrong.0
