He needs to seal the concrete floor first with floor paint or concrete sealer. Putting mats down won't stop dust and will trap damp on an unsealed floor. Cork or rubber flooring is not cheap and you will struggle to find anything decent on a small budget.
Seal the floor and use old carpet for standing/working on0 -

Floor paint is very effective.
one 2.5l tin will do that area easily. slap it on thick with a big brush.
Leave the shed door open when painting, the fumes are strong.0 -
Thanks people I will pass on your kind advice0

If the concrete is fresh, it is normally necessary to to let it cure before painting it. There will still be lot of water in it otherwise.0

My garage floor and two outbuildings have untreated concrete floors - there's no dust.Forgotten but not gone.0

Thin PVA will be sufficient to prevent dust if he is going to put rubber mats or something similar over the top.
I would suggest he will be better off long term if he does put down matting, if this is a hobby shed, a man's shed, then he will spend quite a lot of time in there, concrete is awful for standing on for long.
My initial thoughts on this were doesn't the shed have a wooden floor as is normal?, that might have been acceptable as it was. Anyway it doesn't so I'd go with something rubber that won't wick damp, it's a shed, and sooner or later water is likely to gain entry.I like the thanks button, but ,please, an I agree button.
Will the grammar and spelling police respect I do make grammatical errors, and have carp spelling, no need to remind me.;)
Always expect the unexpected:eek:and then you won't be dissapointed0
