47 Stopped on a restricted bus stop or stand

Hi I wonder if anyone could offer any advice?

I arrived home to find no spaces outside my house, but there was someone parked just outside the "bus stopping area" indicating to leave so I waited in the 'bus stopping area' for her to leave (my front two wheels were in the bus stop, the other half of my car was in free space). As she didn't and I had two bags full of school books to take to my house I decided to quickly take in the books then return to my car to move it into the empty space. When I returned there was a PCN. I was observed from 19:01 to 19:01 and the restriction applies from 7am to 11pm, however it is a very small village and the last bus scheduled at that bus stop every days is 17:44 there for there was no way I could be causing an obstruction for the mere minutes I was out of the car. As far as I can see all sign-age and markings are correct. I have appealed once with the above information and had my appeal rejected. I plan on appealing again (Mainly because i'm skint!), but is it worth it? I have attached a scan in the vain hope that maybe there is something wrong with it! (if not, maybe I could request that the minimum penalty is halved seeing as only 50% of my car was in the stopping area! ;) )

Front of PCN
Back of PCN

Thank you very much.

The PCN wording looks compliant to me.

Much would depend on whether the bus stop has a sign saying 'no stopping except buses' and whether the Traffic Order for that road (which sets the restrictions) states the same.

I would run it past pepipoo forum:

Can you show them those pics and also a Google Street view link, or photo of, the bus stop signs and lines, in a new topic about this? You'll also need to show them a pic of the rejection letter, and the wording you used in your challenge.

You can't pay half the minimum penalty and if they have re-offered the discount this will be your LAST CHANCE for that. So ask for help on pepipoo, not sure how much chance you have though because a bus stop is an absolute no-no, like zig zags outside schools! You could have legally unloaded the stuff on a double yellow but not a bus stop.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Can you give us the location so we can check the signage/markings on street view?

BTW A restricted bus stop does not need a traffic order.

It needs a compliant sign or it reverts to a single yellow line, providing thats marked correctly as well .
If it has no sign, the code on the ticket will be wrong.
    Be happy...;)

    read your "appeal"
Dont send that, they dont do excuses, you need a valid reason, such as no sign on the bus stop.
Also the time observed, to and from and time issued are all the same.
Not possible given the time it takes to enter the details.
    Be happy...;)
  • The signs are all correct - there is not point giving you a Google Maps link as it has all been in the past couple of weeks.

Do you think the issue with the times could be a valid argument?

No. There is no requirement for an observation period. It isn't a 'no waiting' contravention. Once you stop on the thick yellow line and open your door, you are deemed to have stopped.
