Ebay Car Con?

A friend of mine has been offered a car through ebay at a fraction of its worth (saving 20,000+), details I have so far is that he sends 8 grand to ebay, they hold it, car is shipped over from hamburg, he has 7 days to check it over and then ebay release the money to the seller. Is this ringing any alarm bells with anyone? I dont like the sound of it, will try to find more details and will post up.
