Do we have a leg to stand on?

My partner received a parking ticket last friday for parking in a car park without a pay-and-display stub.
Recently, our train network has been disrupted due to a land slide, and so my partner went to the train station to see if she could find out if her upcoming travel would be disrupted. She parked her car and nipped into the train station to ask for advice.
The car park at the train station costs a minimum of £2 for 2 hours so she, unfortunately, thought she'd be ok.
The PEN states the car was first seen at 12:54, and the notice issued at 13:06. She has a print out of train times from the train station, and printed on the receipt is the time 13:11.
My gut feeling is that we have to just pay the £25 and move on, but is there anything we can do to avoid this? She was told she's being made redundant a couple of weeks ago, so we could really do without the expense!

what car parking company , or who issued the ticket?

If the PEN stands for 'Parking Enforcement Notice' then you haven't been reading enough about these fake tickets yet - for the love of God don't actually fall for it and pay!

Hi and thanks for the replies. It was issued by APCOA Parking (UK) Ltd. It states in bold letters Parking Enforcement Notice. Have I missed something?

I should have also said that my partner described the robber as "having a high-vis jacket on" rather than the navy blue uniforms the usual traffic wardens have.0 -

You missed the fact it's all a scam, a fake PCN outed by Watchdog several times and on here ad infinitum every day.

Thank you so much for alerting me to this. I can honestly say you've made our year. 2013 has been awful so far - she's lost her job, I didn't get my dream job, and our boiler broke yesterday. So I will happily take this win.

It just states:

Don't worry about byelaws when it's a private company issuing the ticket and it's not headed up 'Penalty'.
