energy monitor been removed

a while back i purchased a energy monitor (owl brand) to keep a eye on my spending.
i went away for the night on sunday and noticed the meter reading guy going and checking everyone reading (we all have boxes on the outside of the house) when i can home on monday the monitor was not displaying a reading.
we check outside and saw that the little box that clips on the wire has been removed and put at the back of the box.
do you need permission to use a monitor or was this just a picky meter reader

. Could be the clip was in way of reading and could nt be bothered to re clip it, either way he should nt be touching your property. you certainly dont need permission to use a monitor0
