Interesting stuff.
The organisation isn't a charity - so this is on the face of it an informal thing. It isn't intended for any outside body.
The declaration previous 'auditors' have signed is
'The attached accounts have been prepared from the books, vouchers and information supplies and I certify them to be in accordance therewith'
how does that sound? Is there a better one? I'm not sure what 'in accordance' means, but it seems a fairly general phrase to me. Does it reflect the fairly basic checking I have done.
Mistral - If I was the kind of person who was prepared to pay for a legal opinion (the last time I did that the cost made my eyes water) I wouldn't be an avid reader and user of this site
! So I will take the risk.

That is really a a standard disclaimer that an accountant gives when doing the accounts for someone. It puts the resposibility onto the treasurer to supply you with the right information. It means that if he he/she withholds information that he/she does not want you to see for whatever reason you will not be held responsible for the consequences.0
