Unpaid internship/job and housing/council tax benefits

My son is about to graduate from uni and has an unpaid internship set up for 6-12 months to gain experience for hopefully a full time job at the end of it! Can he claim housing benefit and reduction of council tax as he will be living in a shared house with students- they don't pay council tax but he will have to as not technically a student. He will have his room plus shared living space/bathroom etc. His savings are less than £16000. Any advice gratefully received.
