Its using wordpress.
The clue is that its using IE7 shims (code) that wordpress uses.0 -

Actually that site doesn't seem to use any of the CMS' you listed. (See: builtwith.com/vanwrightfoundation.org) no CMS is listed so it either has none or uses a custom solution. If I had to guess I would suggest it uses none.
The shim can be used on any site and it's basically to enable older browsers to use HTML5 attributes. The only IE7 mention is a conditional stylesheet. This is not an indicator of a CMS.0
