Wall cistern toilet - problems with flush

in In my home (includes DIY) MoneySaving
Moved into a new place a month ago, the cistern of the loo is in the toilet. The flush was working ok till yesterday, now the button flush seems to get stuck and is not flushing properly and the previous owners seem to have painted over what I think is the panel.

Any advice please?

    You'll need to remove the panel to access the cistern before you can do anything. That's the problem with built in cisterns-at least they didn't tile over the panel!
    No free lunch, and no free laptop ;)

    So do I need a builder and a plumber or just one of them please?
