Low usage fee - Halifax CC??

Hi everyone, had a search on the internet and on here and couldn't find an answer so thought I'd ask the question as the answer is probably very obvious ...
I have a charge of £15 for a 'low usage fee' and don't know what it is or why. Had the card for 8 years and never seen one before or changed my usage habits.
I have had many 0% offers I have used and usually clear the card by BTing out then at some point I get another 0% and something gets transfered in. I have never spent on it. At the moment there is about £2k on 2 different 0% deals.

Their website lists the following fees for existing customers:Missed / late payment - £12.00
Returned payment - £12.00
Exceeding card spending limit - £12.00
Stopped credit card cheques (excludes lost or stolen cheques) - £10
Duplicate card statement - £5
Statement date change - £5
Foreign currency payment - £10
Please could you give a little more context. Or just call them and post back what they say.0 -

Always very reluctant to phone Halifax. They do not have a free phone number and last time I called them it cost me £4.12 just to lower my limit :-(. Think I was just hoping there was a straight forward answer that everyone but me knew (as is usually the case).
There isn't much more context. Like I said, £2k all on 0% for 6 months. Never spent on it. Pay £50 a month which is a lot higher than minium payments. usually throw a bit extra at it too when I have the cash - last month it was 2 payments that came to £60. The 0% BTs were done a month part at the end of last year. There was a 3% fee about 1/2 was refunded as part of an offer. The low usage fee was applied around the same time as the BT fee partial refund.
It suggests that I am being charged for not spending on it. I will call them tomorrow if there are not pearls of wisdom on here by thenI seldom end up where I wanted to go, but almost always end up where I need to be0 -

I knew there would be something that everyone else knows but I didn't. May not have been Low Usage Fees on Credit Cards but I can now call Halifax for free!!! Thanks opinions4u
