Based on the limited information available I'd suspect the same. Perhaps somehow your offer or approach last time upset the seller and they've now told the EA that they're not interested in selling to you full stop.
Sellers are human and sometimes base decisions on emotions rather than logic. Similar to Pitlanepiglet I've turned down higher offers on a property before in part because I wasn't happy with the potential buyer.Every generation blames the one before...

Maybe not but to be fair to EAs, in this case it does sound like it is the seller who isn't interested in the buyer. (Unless perhaps the OP upset the EA last time around?)
One way to find out would be to drop a note off to the seller directly offering your best and final offer...Every generation blames the one before...

On the other hand this was a year ago and they are still trying to sell....... Have you viewed again? House may be in a worse state than previously so would be sensible to do so.
