Reporting a small business

Hi all,
Not sure if i'm posting in the right board, but i would like to report a TV engineer and possibly an aerial engineer which i believe are conning their clients. They work for different companies and have been referring each other to customers and saying the product they are repairing is faulty when there is nothing wrong with the unit. I know of this because they did this several times to a mentally and physically disabled man and he was charged a lot of money in the process.
Can anybody advise me how i would go about a complaint in this instance?

Im sure someone more knowledgeable will come along in a mo.... but how about the Trading Standards and the Police for starters?

I would agree with Kitty, call Trading Standards.

or report to watchdog make them public.

My personal experience with trading standards concerning a business is they are not interested they basically told me the business's can do what they like and the consumer cant do anything which is rediculous.

I feel there is no-one for the consumer to get independant help from.
