Refund for software purchased online

A bit of a long story, but on 9th Feb, my son purchased some computer software from Dessault Systemes, for his engineering degree having paid via paypal.
He was able to download the software but unable to install . He contacted the UK head office 2 days later, who passed him to the French support hotline for advice.
In turn they told him to seek help via the student online forum however he has been unable to access this also (another fault!).
Due to language barrier they have been unable to resolve the situation although they say there is no problem their end. He contacted UK base on 22 Feb to ask for a refund and they stated that someone would ring him back. However a week later, no return call but another email from French support stating they cannot find any problem with their online support link.
My son has again asked for a refund, this time putting it in writing to the French support office.
Basically he is fed up and just wants his money back. What can he do?
Can I quote Distance selling regs or Supply of Goods Act etc to hopefully force their hand?

Paid/ contracted with whom, UK or France? Could open a case with Paypal within six weeks, but they might take the download to be sufficient evidence of receipt of goods/ services, don't know. If it is covered by UK legislation generally the buyer can't dictate terms as to to to the remedy.
Don't know if things have changed in the last couple of years

Is anyone else having problems installing it? Sounds like there may not be a problem with the software but a problem at your sons end. If there is no problem their end then you will struggle to get a refund.0
