is driving on provisional licence with valid insurance is legal ? or they should not drive until they passed the test.

Are they driving on their own or accompanied by a full-licence holder and on L-Plates? More details please.0

Of course it is - how else would you learn to drive? But you must have L plates and insurance which covers you to drive on a provisional licence, and you must be accompanied by an experienced driver.
