How can I get refund from Apple's failed magazine subscription?

I've bought a 3-month magazine supscription from a non-English publisher in the Apple store, to read on my iPad.
However, when the first new issue is released, I could not see any button to download and read. Instead, it asks me to buy that issue from scratch. Only when I bought it as a single issue was I able to read the magazine. So it means my 3-month subscription does not work.
How can I ask for the refund?
