Some have but I wouldn't hold your breath this year.

The notion that the best ISA offers are available in March/April is exaggerated. The best cash Isa offer in recent years was the 5% fixed for 5 years (but could be moved or transferred with 30 days notice) from the Newcastle Building Society was launched in the summer.
