Social Housing Woes

I currently live in a one bed ground floor flat in a very nice village which is part of a new build put up in 2008. I got this place after being decanted from my previous flat as the housing association wanted to convert them in to two bed flats.

During the two years I've been here there have been some issues with my neighbours regarding noise/littering/parking issues which by and large were sorted in the end.
However, another neighbour next to her frequently could be heard shouting a screaming abuse at people from her window in a drunken state. I've had several knocks at my door from people who live with her asking for things such as cigarettes, gravy granuals and even tin foil!
I'm currently in a battle with the housing association over repairs to my guttering which have been dragging on for over a year, despite numerous attempts to get it sorted.

The last straw though for me was last weekend when the neighbours who originally caused problems next to me moved out and were replaced with tenants who already have shown complete disregard for other tenants here - parking in other tenants bays/rubbish thrown on front garden/cars coming and going all hours of the day. I did go and try and speak to them about the parking and was confronted with a strong smell of drugs when they opened the door. They did not want to know.

I guess I'm just venting really but I'm just wondering if anyone else has similar issues in Housing association/council properties they rent as sometimes you feel so isolated when it comes to issues such as this?
