I've got a broadband dongle with Three

Starts up & connects as 3G normally, open outlook express and that works fine, open firefox and the connection changes to HSPA and everything slows to a crawl

Any suggestions gratefully received

    HSPDA should be faster than plain 3G so it must be congestion/insufficient backhaul at your cell making it slow down. No idea why what applications you use change the mode - I'd say it has to be a coincidence.
