The mail stated you need car insurance
"You need insurance even when NOT driving. Two years ago the law changed so you don't just need cover when driving, now you need insurance just for having a car. So don't let it lapse while on holiday or in hospital - you can be fined. "
Incorrect.
You need insurance if the car is kept on the road. As long as it is sorned and kept off the public highway you do not need insurance.

You appear to have lopped off the second half of the item and so taken the issue out of context
The whole item says:

If you'll not drive it for a long time, the only way to avoid insurance or a fine is to get a Statutory Off Road Notification (Sorn) and park it on private land. Though if the car gets nicked, you won't be covered.0
