Jack. I've re-produced your problem and see what you mean.
If you first insert an empty row (that recreates the conditional format correctly), then paste 'forumlas' without formatting, it seems to work, if I've understood your issue.Apparently I'm 10 years old on MSE. Happy birthday to me...etc0 -

If I click the paste clipboard icon I get a list of options, at the top of which is a block of eight. Second from left on the top row is one marked "fx" with a pop up saying "Formulas (F)". If I use that I still get the same problem. (Excel 2010)
Edit: Just realised what happened above. The correct copy appeared when I hovered the pointer, and when I clicked the icon. It went wrong after I pressed the return key to get rid of the shimmering select range outlne. So that raises another question: how do you get rid of the shimmering box when you've pasted all the copies you need? (Without pressing the return key.)0 -
The shimmering box has always annoyed me. No doubt someone will have a better answer (ie a correct answer!) but I just go elsewhere on the sheet and paste an empty cell into another empty cell.
